The paper presents a comparative analysis of the political views of C.L. Montesquieu and N.I. Panin. It demonstrates that political views of the French enlightener Montesquieu were used by Panin to justify the need to change the Russian Empire state system limiting the autocratic power. The Montesquieu's works content analysis concludes in understanding that Panin borrowed the ideas of limiting a despotic monarchy power by political institution, fundamental laws, establishing a constitutional monarchy, as well as by the principle of separation of powers.
