Issues of algorithmizing the humanitarian expertise

The paper considers the humanitarian expertise algorithms available in the scientific literature and presents the author’s algorithm version. It provides the humanitarian expertise concept; its characteristics and principles are highlighted. The central issue raised is fragmentation in the approaches to studying the humanitarian expertise, as a relatively new social technology. The starting point for understanding the humanitarian expertise algorithmization lies in its inherent specificity, which involves considering the attitude of persons associated with the expertise object. The humanitarian expertise stages aimed at achieving the goal and the tasks facing it are presented. Based on the requirement of universality and complete applicability of the generated algorithm, the author proposed a general scheme that determines the order of work at each stage. Provisions presented in the paper are advisory in nature to the existing practices.
