The impact of exogenous social technologies operating within an information-rich and algorithmically mediated digital environment on the reduction of state agency was examined. State agency is shown to be diminished through effects exerted on the architecture of attention, trust, and public interpretation. It is demonstrated that the decisive role is played not only by the dissemination of unreliable information, but also by the technologically enabled management of audience behavior configurations (including agenda selection, trust dynamics, identity-based loyalty, and readiness for collective action). These processes are reinforced by recommendation algorithms, microtargeting, and the integration of information operations with cyber incidents.
