Civic Communities of Lycia in the 4th–3rd Centuries BC

The paper examines the process of genesis and evolution of poleis in Lycia. A small territorial entity in southwestern Asia Minor, which formed part of the multinational and highly heterogeneous Achaemenid Empire, was noted to be of interest due to the local specificity of the formation of space for Greek-type civic communities. Despite certain institutional peculiarities, Lycian civic communities are shown to have shared a number of fundamental similarities with most poleis in other parts of Asia Minor. To explore the origins of Lycian polis organization, the evolution of settlements in the Classical and Hellenistic periods was analyzed, the relationships between cities and their rural peripheries were examined, and the local political situation in the 4th century BCE was assessed. Some observed changes in settlement structures and the emergence of rural populations in the form of periokoi, closely linked to the cities, are seen as an interesting indicator of the emergence of communal polis organization.
