References to the archival documents and other sources demonstrate that in the beginning of his reign Nicholas I was oriented towards the English experience in creating a system of state administration. However, his attention was directed not at the English constitutionalism and liberal tendencies, but at political conservatism and slow half-hearted reforms “from the above”. Introduction of this version of Anglomania in the Russian literature (a sphere that was always difficult to control) could be entrusted to the “outsider” F.V. Bulgarin, who was acting under control of the Third Department of His Imperial Majesty's Chancellery. Thanks to support of the authorities, literary talent and commercial abilities, he managed to do a lot in this area. However, after Nicholas I left the historical stage, Bulgarin's services, like Nicholas's version of the official Anglomania, appeared not to stay in demand.
