K.I. Rastorguev as Mayor of Rybinsk, Yaroslavl Province (1898–1917)

The role and activities of K.I. Rastorguev in the bodies of municipal self-government of Rybinsk during his tenure as mayor are examined. The practical work of Mayor K.I. Rastorguev and the measures aimed at the development of the urban economy in which he participated are analyzed. It is noted that during his term of office Rybinsk acquired a water-supply system, electric street lighting, and a municipal slaughterhouse. Rastorguev’s contribution to the construction of the water-supply system is assessed, and his activities during the First World War, when new challenges emerged for municipal self-government bodies, are explored. The place of K.I. Rastorguev within the ideological and political configuration of Rybinsk’s municipal authorities is determined; the actions of his supporters during elections to the city duma and their outcomes are considered, as well as the nature of his relations with subordinates and associates and his leading role in the administration of the city. Contacts between the mayor, the provincial administration, and the Ministry of Internal Affairs are examined, together with his participation in congresses of municipal representatives. It is concluded that K.I. Rastorguev played a significant role in the municipal self-government of Rybinsk during his tenure as mayor. This conclusion is supported by the practical achievements of the city administration during his period in office and by contemporary recognition of his substantial contribution to these accomplishments.
