Count A.A. Arakcheev and the Establishment of General-Governorships during the Reign of Alexander I

Based on archival sources, the participation of Count A.A. Arakcheev in the development and implementation of the institution of general-governorship during the reign of Alexander I is analyzed. New materials confirming the seriousness and fundamental nature of the emperor’s intentions to reorganize the empire are presented. The role of Count Arakcheev as a link between the sovereign and general-governors is examined, as well as his participation in early viceroyalty projects. The understanding of Count Arakcheev’s state activity is clarified, and the complexity of the reform plans of Emperor Alexander I is demonstrated.
