Digital transformation: human measurement

The paper considers the topical issues related to the digitalization of public life such as changes in the labor market, problems of equal access and control of technology development, ethical and cultural problems of digital transformation. The definition of digital sovereignty is proposed. The changes in the sphere of global network and digital technologies are assessed.
