For the first time in historiography, the paper examines events of January 19 — February 25, 1730 and political projects of the Supreme Privy Council from the point of view of social and political philosophy. Detailed content analysis is provided of the text of such political projects of the Supreme Privy Council as the draft and final version of the “Conditions”, the program document “Form of Government”, “Ways by which, as is seen, it becomes more decently, thoroughly and firmly to compose and approve the known, only important and useful for the entire people and the state deed”. Plans of the Supreme Privy Council participants to limit autocratic power of Empress Anna are reconstructed. It is shown how ideas of the “sovereigns” (Supreme Privy Council leaders) were connected with the emerging concept of the Enlightenment. Possible consequences of establishing constitutional monarchy in the Russian Empire are analyzed.
