The paper considers the trend towards the unification of European States in the 1930s. Options for solving this problem: Nazi (German) and Soviet (USSR) are identified. By means of counterfactual modeling the past, the variant of voluntary, democratic European integration is reconstructed. It is shown that the prerequisites for the formation of this trend can be found in the attempt of uniting France and Great Britain in June 1940. In the particular case, such integration was unsuccessful, but laid the foundations for the unification of European countries after the Second World War. Some mechanisms of historical choice of options for unification of Europe at the interstate level, their philosophical and historical foundations are revealed. Conclusions are drawn about what lessons can be learned from this episode of the past.
