The paper examines the problem of building large-capacity combat ships by the USSR in the period between the First and Second World Wars and overviews the shipbuilding programs of the USSR in 1930–1950. By tracing the formation of the program of building Soviet battleships in the pre-war period and showing their further fate, the study attempts to reveal the main reasons for the change in the paradigm of the USSR navy construction in the described period and analyses the general state of the programs for the construction of battleships of the leading world states.
