The agrarian policy of the Russian government in the late XIX - early XX Century: In the search for development

The article considers the state policy on the agrarian issue at the turn of XX century. It was the period when the government was at a crossroads, trying to find a course of reform that can reconcile the interests of different social groups of the Russian Empire. This period was characterized by acute controversy of moderately liberal and conservative representatives of the higher bureaucracy on the nature of Russia’s economic development, the degree of state involvement in the financing of agriculture, ways of solving the problems of the nobility and peasantry, as well as on the preservation of community and social class isolation of the peasantry.
