The article considers the semi-structured methodological approaches to assessing the management effectiveness of small business development, based on a calculation of local indicators of efficiency, productivity, effectiveness, and their subsequent aggregation. The developed approaches involve the calculation and measurement of factors of the aggregate relative saving of resources and the effectiveness of the system. The author believes that the assessment of development of small business should not be confined only to the study of economic efficiency, and should include environmental, social, technical components, as the criteria signs control.
