The article considers understanding of the essence of such categories as innovation and innovative activity from the standpoint of the concept of entrepreneurship and dialectical unity of "innovations, competitiveness". It is noted that the substantial entity of categories is not straightforward, although close in meaning and functional role in ensuring a specified level of competitiveness of socio-economic systems of different levels, including the level of individual states. The absence of such important features as: scientific and technical novelty, industrial applicability, commercial feasibility negatively affects the innovation process. The present stage of the Bolivarian Republic of Venezuela development is characterized by certain difficulties in the scientific and technical novelty and tradability of innovative processes, but the analysis of partnership relations with Russia allows us to state that the degree of interaction between the countries in innovative fields of machine building, power industry, mining has increased in recent years.
