National Security and Its Provision in the Modern World: Socio-Philosophical Analysis

A synergetic approach to the analysis of the phenomenon of national security is proposed, which made it possible to present the system of interacting state institutions and forces as having three main levels of complexity. The meta-level of national security functioning appears as a system of international and interstate interactions. The macro-level assumes the activity of internal self-organized subsystems that ensure security in various areas of society: domestic policy, economics, interethnic relations, culture, and others. At the micro-level, specific contradictions that give rise to conflicts between different groups of people or between an individual and a group are resolved. It was established that the evolution of the concept of "national security" corresponded to the general patterns of development of the rationalistic tradition of socio-philosophical analysis in relation to the state, its interests and security. The patterns of formation and shortcomings of abstract liberalism in the interpretation of national security of the Russian Federation are revealed, the insufficiency of the liberal approach in the discourse of the phenomenon under study in the context of an unstable state of national security and the need to rethink the phenomenon of national security and the priorities of its strategy, as well as a change in approaches to its analysis are shown. It has been established that in modern conditions, anti-terrorist activity has become a determining condition for ensuring and one of the most important subsystems of the entire national security system. It has been proven that the socio-philosophical analysis of national security from the standpoint of synergetics contributes to the formation of real counteractions to its threats and challenges, contributes to the formation of real prospects for creating favorable conditions for the development of both the state as a whole and each citizen of Russia.
